NEW Annotated Grant Agreement 2025 – What Every Financial Manager Needs to Know

On April 1st, 2025, the European Commission published the long-awaited Version 2.0 of the Annotated Grant Agreement (AGA) – the primary guidance document for the financial management of EU-funded projects.

This updated version reflects the new EU Financial Regulation (2024/2509) and introduces critical clarifications that directly impact beneficiaries, financial officers, project managers, and auditors across all major EU funding programmes.

Key Highlights from AGA V2.0:

  • Article 6: Clarified rules on eligible personnel costs, travel, accommodation, and subsistence, including new unit costs and ceilings

  • Articles 20–22: Strengthened guidance on record-keeping, reporting requirements, and payments

  • Articles 23–28: Updated notes on audits, cost rejections, grant reductions, and certifications

  • Articles 14–15: New content on ethics, EU values, and data protection

  • Programme-specific annotations for Horizon Europe, Erasmus+, CEF, LIFE, and more

This new version of the AGA becomes the core reference document for the interpretation and application of financial rules in all new projects starting from mid-2025 onwards.
