New Version of the Certificate on the Financial Statements (CFS) Template Published by the EC

On 1 March 2025, the European Commission released an updated version (Version 3) of the Certificate on the Financial Statements (CFS) template – a crucial document for the financial reporting and audit process in EU-funded projects.

The updated CFS template applies to all projects under the 2021–2027 Multiannual Financial Framework where a certificate is required, and reflects recent changes in audit procedures, cost declaration, and eligibility criteria under the new EU Financial Regulation 2024/2509.

Why this update matters:

  • It aligns with the latest Annotated Grant Agreement (AGA V2.0) published in April 2025

  • It incorporates clarified reporting standards for actual and unit costs

  • It introduces updated formats and mandatory disclosures to improve audit reliability

  • It affects all projects exceeding the financial thresholds that require a CFS (typically >€325,000)

This new version is already applicable and will be mandatory for certificates issued from Spring 2025 onward, regardless of the original template used in previous reporting periods.
